CEF’s Working With Vulnerable People Policy

At the Collective Empowerment Foundation (CEF), our mission takes us into the heart of remote communities to support those who are often the most at risk—expectant mothers, children, and families in isolated regions. We recognize that with this mission comes a profound responsibility. Our Working with Vulnerable Individuals Plan is the cornerstone of our commitment to ensuring that every person we serve is treated with the highest standards of safety, dignity, and respect.

A Rigorous Standard for Our Team

Trust is earned through action. To ensure the safety of our beneficiaries, CEF employs a comprehensive and safe recruitment and screening process for every staff member, volunteer, and contractor. We don’t just look for skills; we look for character and a proven track record of ethical conduct.

Our screening practices include:

  • Mandatory Background Checks: All personnel must obtain police clearances and criminal history checks to verify their suitability for working with vulnerable populations.
  • Working with Children Checks: In line with international and jurisdictional requirements, we mandate specific background checks for anyone whose role involves interaction with children.
  • Experience & Referrals: We prioritize candidates with prior experience in vulnerable sectors and conduct thorough reference checks to confirm their ability to handle the sensitivities of remote development work.

Proactive Risk Management

Safety isn’t a “one-off” check; it is a continuous process of monitoring and adaptation. CEF utilizes a dynamic Risk Management Matrix to categorize potential threats by their likelihood and impact. This allows our project leads to prioritize safety measures where they are needed most.

Our proactive approach includes:

  • Regular Risk Assessments: We conduct assessments at every stage—from project planning to on-the-ground implementation—to identify and mitigate risks.
  • Stricter Supervision: In high-risk environments, we implement enhanced supervision protocols to ensure our safety standards are being met in real-time.
  • Personnel Audits: Our Personnel Record Management system ensures that all team members are up-to-date on their safeguarding training and compliance checks.

A Culture of Accountability

We believe that transparency is the best deterrent to misconduct. To support this, CEF has established a robust Whistleblower Policy. This policy encourages anyone—whether a staff member or a community resident—to report safeguarding concerns without fear of retaliation.

Reports can be made anonymously to our general secretary, and we guarantee that whistleblowers are protected. This ensures that if our high standards are ever compromised, we have the systems in place to identify the issue and take immediate corrective action.
