CEF’s long-term vision is to create a world where even most isolated communities can thrive independently, and have access to essential resources, infrastructure, and knowledge that support sustainable growth and development.

CEF selects communities based on their level of remoteness and the critical needs they face, including infrastructure, health, education, and economic development. The selection is guided by criteria such as accessibility, infrastructure needs, and potential for impact with emphasis on regions often overlooked by government services.

CEF initiatives projects through partnerships with local communities, volunteers, and strategic partners. To ensure safety, CEF adheres to its comprehensive safeguarding policies and practices, including mandatory background checks (e.g., criminal and working with children checks) for staff, volunteers, and contractors. All personnel are trained on cultural sensitivity and safeguarding procedures to promote a secure and inclusive environment.

CEF also implements a risk mitigation strategy, conducting regular risk assessments throughout project planning and execution stages. This includes using a Risk Assessment Matrix to prioritise and address potential threats. Additionally, CEF has a clear incident reporting process and a designated safeguarding officer to manage and respond to any concerns promptly. The Whistleblower Policy encourages safe reporting of issues, ensuring that all parties involved are protected while maintaining transparency and accountability.

CEF faces significant logistical challenges due to the remoteness and inaccessibility of its target communities. These challenges include long travel times, lack of infrastructure such as roads and electricity, and the difficulty of transporting essential supplies that CEF intends to provide like medical equipment and clean water solutions. Additionally, the cultural and environmental diversity of the regions CEF works in requires careful planning to ensure that projects are tailored to the specific needs of each community.

CEF measures the outcome of its initiatives through our feedback mechanisms. We maintain constant contact with the community members we work with and regularly monitor the internet activities in the regions we install Starlink internet stations in. The outcome of our infrastructure, economic and community initiatives, whether successful or not, is determined through a combination of community and public feedback, as well as, by our team who would determine whether we were able to deliver what we set out to achieve within our initial budget. Additionally, in relation to financial outcomes of our initiatives we measure outcome through expense ratios and whether our projects were able to meet expectations within our proposed budgets. At the beginning of every year, starting in 2025, CEF will release a report highlighting our projected impact for that year and at the end of every year CEF will release a report highlighting what we were able to actually achieve in the year in comparison to initial projections.

CEF operates through a fully virtual office model that is powered by Discord and managed by our lead programmer, Jordie who is located in the UK and works for Intel as a software developer. This digital office solution allows us to coordinate all operations remotely, removing the need for a physical office. This innovative approach enables our self-managed, autonomous teams to collaborate in real-time, regardless of their location, ensuring smooth communication across multiple time zones and geographic regions. To further enhance our project management, we utilise Monday.com, which simplifies task assignment, tracks progress, and ensures cohesive coordination across all teams. This virtual model CEF uses offers several distinct advantages. By eliminating the need for a physical office, we significantly reduce overhead costs, enabling us to direct more resources toward our mission of empowering remote communities. The global reach of this structure allows us to attract talent and expertise from anywhere in the world, unrestricted by geographic boundaries. This can be seen through the onboarding of our lead programmer Jordie, who is a talented coder located in the EU. Furthermore, the digital system is highly scalable, helping us accommodate the growth of teams and projects as CEF expands in the future. The flexibility provided by digital management solutions like Discord and Monday.com enables our organisation to quickly adapt to changes, making critical decisions in real-time, which is especially vital when working in dynamic, remote environments.

The Collective Empowerment Foundation (CEF) has launched operations in Papua New Guinea, focusing on connecting some of the world’s most remote and isolated communities. Our current mission is to establish a network of these communities, supported by a base of operations in Port Moresby. Our on-the-ground team, composed of local experts, travels to these areas to provide ongoing support, resources, and aid. As we strengthen this network in Papua New Guinea, we plan to expand our efforts to other countries with similarly isolated communities, including Brazil, the Democratic Republic of Congo, and beyond. Our vision is to bring sustainable development and essential resources to some of the most underserved populations across the globe. In relation to the timeline we hope we can move out of Papua New Guinea by 2030.

Our mission to empower some of the world’s most remote communities comes with significant logistical, regulatory, and financial challenges, making partnerships a crucial part of CEF’s operations. Our collaboration process is guided by an internal policy that ensures all partnerships align with our mission and values. The process begins with identifying potential partners through networking, referrals, and research, focusing on those who can help us deliver greater value together. We then work collaboratively to develop a clear partnership plan, outlining roles, responsibilities, and expected outcomes. Each partnership undergoes a rigorous review by our board of directors, and upon approval, a memorandum of understanding is signed. Once the partnership is formed, we hold regular meetings to track progress, make necessary adjustments, and maintain open communication. At the conclusion of the partnership, we conduct a thorough evaluation to assess its effectiveness and explore future opportunities for collaboration.

CEF is managed by a board of directors who set organisational objectives for the charity. The CEF team itself is managed by the CEO and COO through a digital self managed work team structure. A self-managed team refers to a team of employees who plan and execute their work together, without a supervising manager. Team members take ownership of their tasks, collaborate, and jointly plan their objectives as a team. Goals and organisational objectives are set by the CEO as well as the board of directors. Regular comprehensive meetings and discussions then follow whereby tasks are created in order to reach our desired outcomes. We utilize the Monday.com platform to set and allocate tasks that need to be completed. Individuals take on tasks that align with their skills and expertise and work in self managed teams to reach organisational objectives. We have no physical office, instead we have adopted discord as our digital workplace solution since most of our members are located in various locations across the world.

Below them, the CEO oversees the day-to-day management of the foundation, with the COO directly reporting to the CEO. The COO manages a team of core officers, including the Chief Development Officer (CDO), Chief Technology Officer (CTO), Chief Marketing Officer, Chief Media Officer, Lead Programmer, and CFO, all responsible for specific operational functions. This core team drives critical initiatives in technology, development, and media outreach to extend CEF’s impact globally. Below them are the local on-the-ground teams, working in various regions like Papua New Guinea and Bougainville, executing projects that address immediate community needs and foster long-term resilience. Lastly, CEF’s dedicated volunteers form a unified group, offering their skills and time to contribute to CEF’s mission of uplifting isolated populations through sustainable, low-cost solutions. While there are no strict academic or professional requirements, we look for individuals who are reliable, adaptable, and possess good teamwork and communication skills. In addition, for expedition volunteers, a willingness to travel to remote locations and work in challenging environments is essential.

Volunteers may be assigned to a variety of roles depending on their skills and interests. These roles include:

  • General Volunteers: Assisting with event planning, management, marketing, administration, and fundraising activities.
  • Expedition Volunteers: Travelling to remote communities to deliver essential goods, participate in infrastructure projects, engage with local communities, and assist with educational programs.
  • Specialised Roles:

Volunteers receive a comprehensive orientation, which covers CEF’s mission, values, and the specifics of the projects they will be working on. For those participating in expeditions, additional training is provided on cultural sensitivity, working in remote locations, first aid, and technical skills like setting up solar infrastructure or water filtration systems. General volunteers receive training related to their specific duties, such as event coordination or administrative tasks.
