
Reaching the Unreachable
Deep in the highlands of Papua New Guinea, surrounded by dense rainforest and rugged mountains, lies the village of Hupen. For many families here, access to healthcare, education, and reliable infrastructure is extremely limited.
Reaching Hupen itself is a challenge. The journey requires hours of travel through remote terrain, followed by a long trek on foot through mountainous pathways. Yet despite the isolation, the community remains strong, resilient, and deeply connected to one another.
For the Collective Empowerment Foundation (CEF), communities like Hupen represent both the challenge and the purpose of our work.
Listening Before Acting

When our team first arrived in Hupen, the priority was simple: listen to the community.
Local leaders, elders, and families shared their experiences and hopes for the future. While every story was different, many shared common concerns:
- Limited access to healthcare services
- Few educational resources for young people
- Difficult travel routes that isolate the community from nearby towns
- Lack of infrastructure to support economic development
These conversations helped guide our approach, ensuring that any support provided would align with the community’s real needs and priorities.
Strength in Community
One of the most inspiring aspects of our visit was the strong sense of unity within Hupen.
Community members gathered together to discuss ideas, share perspectives, and explore ways they could work alongside CEF to improve opportunities for the next generation.
Young people spoke passionately about their desire for education and new opportunities, while elders emphasised the importance of preserving culture, tradition, and community values.
This balance between progress and tradition is central to how CEF works with communities around the world.
Supporting Long-Term Change
Our work in Hupen focuses on long-term empowerment rather than short-term aid.
Together with local leaders, we are exploring several initiatives that aim to strengthen the community’s future:
- Expanding access to basic healthcare services
- Supporting education initiatives for children and young people
- Improving community infrastructure and accessibility
