Targeted Programs

Tailored Approaches, Lasting Impact

At the Collective Empowerment Foundation (CEF), we recognize that no two communities are identical—each faces unique challenges and possesses distinctive strengths and opportunities. CEF’s targeted programs are fundamentally guided by community input and leadership. Prior to launching any project, we engage closely with local stakeholders, including community members, leaders, and local officials, to ensure every initiative is culturally sensitive, appropriately targeted, and strongly supported by the community itself. At CEF, genuine community leadership is not simply encouraged—it is essential.

Our Most Recent Targeted Program:

Project Safe Birth
Kiunga, Western Province Papua New Guinea

Project Safe Birth highlights our strong commitment to community-centered programming and sustainable impact. In Kiunga and surrounding remote villages, many expectant mothers traditionally choose to give birth in unsafe jungle environments rather than seek medical assistance, largely due to the absence of affordable accommodation, family support, and reliable healthcare facilities in urban centers. This dangerous practice often results in severe health complications and tragically high maternal and infant mortality rates.

To directly address these critical issues, Project Safe Birth has implemented:

Project Safe Birth significantly contributes to achieving the United Nations Sustainable Development Goals (SDGs), specifically:

Goal 3 (Good Health and Well-being)

CEF’s Birthing Initiative directly addresses maternal and infant mortality by providing expectant mothers in remote regions with safe, supported access to childbirth services, improving survival outcomes and long-term community health

Goal 5 (Gender Equality)

By ensuring women in geographically isolated communities have equitable access to dignified, culturally respectful maternal healthcare, the Birthing Initiative empowers women to take control of their reproductive health and safety

Goal 10 (Reduced Inequalities)

The Birthing Initiative helps close the maternal healthcare gap between remote and urban populations by making lifesaving services accessible in regions long neglected by formal health systems, promoting fairness, dignity, and inclusion

To better understand the transformative impacts of Project Safe Birth, we feature interviews with local stakeholders, including mothers, doctors, hospital managers, and government representatives, who provide firsthand insights into the program’s importance and effectiveness.
